He was considered unfit to hold office为被动语态,意思是“他被认为不适合担任公职（即‘有人认为他不适合担任公职’）”；改回到主动语态为 They / People considered him unfit to hold office,意思是“他们（人们）认为他不适合担任公职”.
 
主动语态的结构如下：

主语：They  / People

谓语动词：considered 

复合宾语：him unfit to hold office 其中——

     【宾语】him 
     【宾语补足语】unfit to hold office ——unfit 是形容词,用以说明宾语him 的特征是“不适合（担任公职）”
 
改为被动语态后,原宾语变成主语,原宾语补足语相应变成“主语补足语”,或者称作变成被动语态后原复合宾语中的“保留宾语”.
