下列两种用法似乎都正确,请高手指教,二者用法有什么区别：
The temperature shall be no higher than 25℃.
与
The temperature shall not be higher than 25℃.

只可意会不可言传...
强调的侧重点不通
第一个有 NO HIGHER THAN 词组的感觉,比较平和的说法,就像 NO MORE THAN...
第二个就是常见语法,强调 SHALL NOT ...有明显的命令警告的感觉.
