Second,experience nowadays is very important and necessary,you can hire new men and train them,but it takes more time and money.So the experience staff can start their work faster and cause few problems,and this is really serious for some long-term enterprises.
Third,the ability which combines not only one's education background but also one's working experience that can really influence a lot.You can have either qualification staff or experience one,but with a staff of ability who doesn't decline to neither side of the above two,which is really a helper.
All in all,it's easier said than done,and it takes a lot of hard working to find those things out or bring them out,and it's up to you who require those merits that make the decision.
