随着《监督法》的颁布与落实,近两年我国人大监督的实际操作与实施有了历史性的转变,但是我国人大监督制度的进一步完善仍然任重而道远,国内越来越多的声音呼吁人大监督的进一步完善,以实现权力制衡的目的,其中针对监督的主体、监督的对象、监督的内容、监督的机制、监督的程序等问题,学界均在参考与借鉴了外国监督体制的基础上提出了各种各样的完善意见,并且近两年我国各级人大常委在落实监督法的过程中推行了较多可行措施.因此,进一步总结地方人大监督经验,综合并深入研究当前人大监督的完善对策对我国的依法治国方略有重大意义.

In the past 2 years,following the issue and carrying on of Supervision Law,the actually operation and implement of the supervision of China’s People Congress had a historical change.There is still a long and hard way for the further modification of the supervision system of China’s People Congress.More and more sounds are calling for a further progress of the supervision of People Congress to reach the purpose of the mutual control and balance of powers.In the process,concerning with the main body of supervision,the objective of supervision,what should be supervised,how to supervise and the procedures of supervision,various modification advices were given by scholar circle on the base of reference to and study from the experience of the supervision systems of foreign countries.Furthermore,several practical policies had been introduced by all levels of People’s Congress standing committee during the implement of Supervision Law in the past 2 years.Therefore,It is significant to rule country by law,which is our basic national strategy,that we should summarize local experience of implement of the Supervision Law and in-depth study how to modify the current supervision of the People’s Congress.
