应该是IS,There IS a lot of public signs in the park now.
首先因为这句话的最后有now,所以排除D.
而has又是不准确的,应该使用There be句型.
There be句型的最大特点就是就近原则.
关于就近原则就是也称“邻近原则”“就近一致原则”(Proximity）,即：谓语与靠近的名词、代词（有时不一定是主语）在“人称、数”上一致.
