关于英语虚拟语气
Chinese intellectuals came to realize that if their country were to be strong,they had to learn the sophisticated science and technology of the West,and advanced ideologies and modes of government.
这句话,主句是过去时,那么从句也应该用过去时态,if their country were to be strong.由于用了虚拟语气,这个从句不是应该表述为if their country had been to be strong吗?

首先,虚拟语气中的表达法没有楼主所说的那种had been to be的.
if条件句中的虚拟有三种形式：
1 与现在相反,if从句用did,主句用情态动词+do
2 去过去相反,if从句用had done,主句用情态动词+have done
3与将来相反,if从句用were to do或should do,主句用情态动词+do
这里是对将来的虚拟,但我不明白主句为什么没用情态动词,再等下看看有没有别人来回答吧.
