为什么最后一句话不是is allowed to varies considerably?
不是应该是被动的吗?

如果用is allowed to varies considerably,那由although引导的从句不是有两个谓语（is allowed和varies）了吗?
及物动词的过去分词作表语,与句子主语是被动关系,所以这里句中的allowed已经有被动的意味了
