---It is two weeks since we met last time.Where did you meet him today?
---It was in the newspaper office___he worked.

我的理解是这是个省略的强调句：It was in the newspaper office where he worked that I met him.

前面有in,肯定是不能用where了!
先忽略强调不强调的问题
where本身就是一个包含了介词的含义的词,再用它,说白了就成了 It was in the office in which he worked.（当然本来也没有这么说的）
比如你问where do you live?或者which apartment do you live in?不可能说where do you live in?
所以就算不管是不是强调句也不能用where!
这题要真想单纯迷惑没熟悉强调句的同学至少也出个which吧..
再说强调句型 It is/was.that .是一个考烂掉了的考点.
说选B的六级要过有点悬吧.
