中国是一个有九亿多农民的人口大国,解决中国所有问题的关键在农村.农业是国民经济的基础产业,农业发展制约着国民经济其他部门的发展.我国的国情及农业的弱质决定了我国农业的发展迫切需要政府的财政支持.党的十七大提出,解决好农业,农村,农民问题事关全面建设小康社会的大局,必须始终作为全党工作的重中之重.财政作为支持“三农”的主渠道,取得了显著的成效.然而,如何使财政在“三农”问题上更有效的发挥其作用,仍面临着不少问题,我们应当思考如何创新财政支农机制,探索充分发挥财政支农资金使用效果的有效途径,使政府支农惠农的政策落到实处,更好地服务“三农”成为一个重要课题.本文拟就财政支农的理论分析,财政支农的必要性以及针对我国财政支农的现状并借鉴外国财政支农的经验,提出创新财政支农政策的建议作些粗浅探讨.

China is an over 900 million farmers of the country with a large population,China to solve all the key issues in rural areas.Agriculture is the foundation of the national economy industries,agricultural development constraining the development of other sectors of the national economy.China's national conditions and a weak agricultural decision of China's urgent need for the development of agriculture and the Government's financial support.17 set by the party and solve the agriculture,rural areas,farmers issue is related to the comprehensive construction of a well-off society in the overall situation,as the party must always be the most important task.Financial support of the "three rural" as the main channel,has achieved remarkable results.However,how to make the "three rural" issue more effectively play its role,is still facing many problems,we should think about how innovative financial mechanism for supporting agriculture,give full play to explore the effects of the use of funds for supporting agriculture in an effective way to Government policies for supporting agriculture-agricultural implement,and better service "three rural" has become an important subject.This paper on the agricultural support the theoretical analysis,the need for financial support agriculture and agricultural support for China's financial status and the financial support agriculture from foreign experience,innovative financial support agriculture policy proposals make some superficial study.是这样吧!
