用was的那句话本身在语法结构上和时态上都没有任何问题,但可以说不符合语境.
你这么想,你去火车站,发现你要乘坐的列车还没来,你去问讯处问工作人员,就说Excuse me can you tell me why the trian is late 用is这个一般现在时,表示你说话那时火车是晚点的,是现在正在发生的情况.
然后工作人员没有告诉你为什么晚点,你虽然最终坐上了火车,觉得非要问清楚,第二天又打电话来问昨天晚点的事情,这时候就说Excuse me can you tell me why the trian was late 意指昨天火车为什么晚点,用一般过去时,表示晚点的事情发生在过去.
一般说来题目都以最普遍发生的情景为背景条件,所以肯定要用is啦
其实就不是绝对的对错,和具体语境有关.
