求助语法高手指正错误~3Q~~

最近忙了篇关于乞丐的文章,硬着头皮写完了
可是肯定有很语法错误,自己忘了很多,看的很吃力

This social phenomenon also perplexes Spain Barcelona. The government assigned some slums, each of them distributed in the joint amongst the city and countryside. There are lots of resident are professional beggars.

They have to obey the rules about begging time and begging place, a violator will be punished strictly by the organization. The newspaper fixed price is 1.5 euro; the organization may choose the neat-attire beggar to sell these newspapers in the society. The beggars, who sell the newspapers, have to carry the permit of organization, and the government does not levy taxes to these people.
The chairman has to report their situation to government regularly. Meanwhile, the government can identify the list of nonmembers to organization, so that those members can choose different ambient to live. The organization also has an important task, which is to control their number in the center, and manage the number in the busiest section of town.
There are also many novel solutions be suggested form professional and citizen. They suggest the government provide some special unified uniform and attestation to them, then we can distinguish whether these beggars are fake or not. But in that case, we need invest lots of money and establish relevant legal as the premise. To manage these beggars not can be simple just by a card and uniform, we have to have the powerful and effective strategy for them, at same time, it requests those beggars’ self-ability. And the fact is: We still don’t have them yet.
Anyway, there is not a drug for any illness. How can we find out a balance between give beggars help and ban them, this is still a problem to us. We hope the government can establish a reasonable policy in time, making China has a new image to foreigner and greeting the upcoming Olympic Games in 2008.

这是我的一点修改.提个建议,通常英语说什么的什么,例如上文的Barcelona’s city superintendents,其实这样：the city superintenderts of Barcelona更常见也更地道.这讲求句子的平衡,读多了就有感觉.不过如果简单如我的书包,就不用说the bag of mine,直接 my bag 就可以了.
