以目前楼主给的题目来看is was 都是错误的,楼主是没把题抄完整还是题目就这样.
这句话既然答案给出了is 或者was,则证明缺少主语,而且主语是单数形式.假设缺少的主语为he
则正确答案应该为：
I thought he was at home.
thought是及物动词,后面跟从句.我们称之为宾语从句.
宾语从句中,主句（此题为I thought）为一般过去时,则宾语从句（此题为that he was at home）必须使用过去的某个时态,因此此处也得使用一般过去时 was
当主句是一般现在时,则宾语从句可以使用任意时态.
所以此题目答案唯一：was
