\x05本文首先介绍了淡水鱼的现状及传统养殖方式存在的几个问题,然后引出了淡水鱼订单养殖模式,并对此种模式进行了必要性分析和可行性分析.之后提出几个“订单式”养殖可能存在的问题以及对策,最后一部分对淡水鱼订单养殖模式的具体实施进行了详细的介绍.本研究表明淡水鱼“订单养殖”模式是新阶段是养殖产业发展的必然产物,是淡水鱼养殖产业发展的本质要求,淡水鱼产业化经营的重要形式.淡水鱼订单养殖模式在推进我国区域化经济发展过程的作用将日益显现,这一淡水鱼养殖产业化经营模式是适合我国水产养殖业发展需要的,是广大养殖户和养殖企业乐于接受的产业模式,它能够将大量分散的养殖户与水产企业有效地联接起来,能够解决水产品市场供需不平衡的难题；它能够拉动水产品生产与市场的距离,解决“小农户,大市场”对接的难题,减少了养殖户的盲目性,使养殖户的产业结构调整的方向更加明确,为淡水鱼养殖产业持“证”上岗和健康有序发展提供了保障.这对于加快我国农村淡水渔业经济结构调整和淡水产品基地建设步伐,促进渔业增效、渔民增收、渔区稳定具有积极而深远的意义.当然,每一种经济模式的运行一定会伴随着很多问题的出现,我们不可掉以轻心,只看到经济上的巨大收益.良好的淡水渔业环境需要不仅需要企业和养殖户自身的经营信念意识和政府的正确引导,以及水产养殖的水产、水利、环保、科技、监测等各相关部门充分协调配合,建立标准化、数字化、系统化的综合淡水渔业环境监管系统和淡水鱼养殖业环境评价指标体系,实现监测的数字化、规范化和统一化,并共同加强对水产养殖全过程的监督管理,尽快扭转重发展轻环保的发展模式,切实抓好“从鱼塘到餐桌”的全过程控制,保障良好的淡水鱼养殖环境和健康的淡水鱼产品.

Recently, the aquaculture industry is developed rapidly in China. It is generally accepted that our country has successfully transformed the cultication methods from “capture-based” to “culture-oriented”.China is a great power in producing freshwater aquatic products, especially freshwater aquatic farming have an important position and role in domestic and international aquaculture or agricultural production in China. As people gradually realize the advantage of the freshwater fish ,such as high quality and favorable price, rich in nutrition, those intensify the competition of the freshwater market. However, freshwater fish farming in China is mainly composed of small-scale farmers scattered feeding, they are mainly keeping freshwater fish by the traditional way of ponds, which is blindness,and lack of scientific,so it is difficult to promote the industrialization management through its own expansion. At present,there are many relevant achievements in the research about order culture in domestic and international. However,research specifical for freshwater aquaculture and how to implement the orders and compliance issues for aquaculture from the enterprise and breeding farmers are few. On this basis, this thesis proposed “”aiming at solve the problem that the individual farmers blind breeding freshwater fish is hard to grasp the supply and demand situation and “low input low output” can be caused by financial difficulties.
The thesis starts from introducing the present situation about freshwater fish and some problems with freshwater fish farming traditional existed, then brings out freshwater fish breeding mode,analysing this model’s necessity and feasibility. Afterward, pointing out several problem about “order”may occur and and strategies may be used. At last, introducing the specific implementation of the freshwater fish culture model orders in detail. This research shows that freshwater fish "order" model is the inevitable outcome of the development of aquaculture industry in new stage, is an important forms of industrial freshwater management.
